There was a late change in the JRE container syntax for execution 
environments. See:

        https://bugs.eclipse.org/bugs/show_bug.cgi?id=136146

This is to help the forwards compatibility story when teams develop with 
mixed 3.1.x and 3.2 clients. You will have to modify your build path to 
regenerate the container.

I switched to I20060412-1600 and it refused to build org.eclipse.ui
... it didn't like the JRE_CONTAINER/executionEnvironments/J2SE-1.3 in
the .classpath.

I've tried restarting with -clean, and cleaning and rebuilding the
entire workspace.

But the change to .classpath was made on Apr 7th, so it's been in the
builds for a while.
