[platform-swt-dev] Bumping min GTK version to 2.24

Hi everyone, 
It's time for me to revive the push for having natives build at eclipse.org. It is currently blocker by [1] which ends up in [2] (subject of this mail). 
As noted in the bug AIX has gtk 2.24 builds now so is there an estimate when such builder will be available so we can move on with the issue. Also considering latest announcement for focusing on Win/Mac/Lin I would vote for even moving on and letting AIX(or others falling behind) catch if/when they can, that would be nice move towards having real primary/secondary separation.
What are you thoughts?
