[platform-dev] Attention Perspective Layout owners

Since views now have a new collapsing
feature (i.e you can collapse the contents of a view and leave only the
tab and a thin bar showing), I wanted to suggest that you re-visit your
perspective layout to consider taking advantage of this where possible.

Here are some examples: 

Good:
1) In the Java perspective default layout,
if I select the collapse (looks like a window minimize icon on the top
right of any stack of views), it becomes thin and the outline view and
editor grow to take up the space.  This is a good use of this feature.

Could improve<g>:
2) In the Debug perspective default
layout, if I collapse the Breakpoints view, unfortunately the Outline view
does not grow to take up the space as they are not in the same column.
 Minor changes to the layout might be able to fix this.
