[platform-debug-dev] New plugin released

I have released a new plug-in: the "java debug UI" plug-in, named "org.eclipse.jdt.debug.ui". This code used to reside in the "org.eclipse.jdt.ui" plug-in. It has been extracted into its own plug-in and is now available in the dev.eclipse.org CVS repository. I have released changes to "org.eclipse.jdt.ui" to facilitate this change.

There are still "illegal" references between the two plug-ins (that is, the "debug ui" references some internal methods/classes of the "ui" plug-in). However, we will clean these up in time.
