Actually, if these guys are inactive, you need to remove them anyway.
Once you're below 3 committers, the PMC can help with the process of
getting the project "rebooted".

OK, sorry to do this, but there are only three days left on the
committer elections for Tim and Kurt, and it's absolutely embarrassing
that we only have two votes -- mine and Greg's -- not even the three
votes we need to elect them.
THIS IS AN ULTIMATUM. COMMITTER STATUS WILL BE REVOKED FOR EVERY
COMMITTER WHO DOES NOT VOTE.
