The repository.tools.comparator was
intentional, I don't know about tools.analyzer.

IArtifactComparator is for an extension
point which people can implement to provide their own comparisons during
mirroring against a baseline.

I notice that we have API in the org.eclipse.equinox.p2.repository.tools
bundle.
The packages are:
                
org.eclipse.equinox.p2.repository.tools.analyzer
                
org.eclipse.equinox.p2.repository.tools.comparator
Is this expected, do we really want to make that API?
