The merge is now complete. The tag before merge is pre_merge_agent_plan_2009 and the one after merge is post_merge_agent_plan_2009.
This only introduces the code change in the planner and now users of the plan have to be modified.
I'll be working on that now in HEAD.

I'm about to merge back in HEAD the first set of changes related to install handlers.
This involves the p2.director and the p2.tests.
