I'm not suggesting that a committer on any Eclipse project should
be able to be a committer member of any Eclipse Working Group.
That's an overstatement/false equivalence.
What I am suggesting is that the restriction that working group
committer membership requires committers from a single associated
project is too restrictive. In this case (OSGi) it restricts
committer members down to about 5 people on the spec project...and
none of those five are apparently able/want to participate.
And it excludes committers like myself and Jurgen, who are
intimately involved with (in my case) implementing these specs,
and so although (in my case again) I can't reasonably provide
participation on the spec project, I am a stakeholder wrt
decisions taken on by the working group, and have relevant
technical background and willingness to participate.
Result: The restriction that working group members (especially
committers I would say) be from a single spec project is too
restrictive. Obviously OSGi has a large and mature ecosystem
related to the spec (spec authors, implementers, consumers,
etc)...all of which have an interest in being aware of and
possibly participating in working group activities. I'm aware
of the rules as defined by bylaws and/or convention. I think they
are clearly too restrictive...in this case at least (0 project
members willing to be on the working group). I doubt I'm alone in
this.

In addendum to Scott:
I find it rather confusing what a 'Committer member'
actually is, the
text says that:

e.g. I'm a committer of tycho, tycho is for building OSGi
Stuff and
using OSGi technologies internally so is Tycho a project
included in the
scope of this working group?
Another example is I sometime contribute patches to
Equinox (is Equinox
a project included in the scope of this working group?)
but I'm not a
committer but as these changes are merged I obviously
'are able to
contribute and commit materials' ...
To summarize and as I have previously state, I'm really
willing to
contribute and participate in OSGi WG and technology but
all this
bureaucracy, terms and membership definitions really
holding me back to
start contributions...
