[orbit-dev] Declaring Build: R20210223232630 (2021-03)

Hello all,

I'm declaring R20210223232630 [1] (our RC1 contribution) as our
contribution for SimRel 2021-03 [2].

This is the same as our 2021-03 RC1 contribution, except the 'S'
(stable) has been replaced with an 'R' (recommended) to signify that
this is the final build and our intent to retain it indefinitely
(unlike S builds, which can be removed once the R build is released).

As our previous S build, this is a composite repository combining a newer
build (R20201118194144) that is based on the last good build from CVS
(20160520211859, Neon) and the same bundles from the 2021-03 RC1
contribution to orbit-recipes [3].
