P.S. earlier when I originally asked about repo.eclipse.org, it was down for me from my browser also.  It's back up now.

    This seems to be breaking my build , but I guess it could be something else.
    Builds were working earlier but now broke and I am trying to figure out why.

        So either Jenkins somehow lost the ability to route traffic externally,
        or it was just an issue with repo.eclipse.org and Maven didn't know to
        try another repo when it was hit with a 503.
