Hi John,

I have just read through that very long bugzilla to understand how and where are on this bug. The short answer to your question is you need to create a recipe. Please see the Wiki https://wiki.eclipse.org/Orbit/Adding_Bundles_To_Orbit_In_5_Minutes on what the steps are.   

 

As you may have seen I have initiated the request to the rest of the Orbit team on how to handle bundles that don't otherwise need CQs like the Apache POI one. However the Axis 2 needs a CQ as far as I can tell because it doesn't have a score on clearlydefined yet nor an existing CQ. So for that one a CQ needs to be raised by the BIRT project which you can now do as a BIRT project committer.
