[orbit-dev] Photon CQ Submission Deadline Approaching

Hey all,

I just wanted to give a heads up that the CQ submission deadline for
Photon is approaching (Feb 16th) [1], so if there's are bundles meant
for the Photon release of Orbit, the CQs should be filed soon.

With that said, I know there may be other CQs coming in well after that
date, destined for Orbit Photon due to the release schedule for Java 10
 so let's try to make sure that whichever libraries are known to be
needed get filed soon.
