[orbit-dev] Promoting latest I-build to S-build for Neon M5

I am late promoting a build for M5 as well
as late sending out this note. But unless there are objections, I plan
to promote the latest I-build (I20151204220443)
to be the input to Neon M5. 

I will do this about 2 PM Eastern, if
no objections.
