OK! The build itself worked this time! But the "tests failed". In short,

The long answer, for those not familiar with our "tests": when there is a test failure, you need to look on the actual download page on the "build" machine, at

Look at the build with the red X, in this case,

And then look for the red X on that page, in this case, "Test Results" at
http://build.eclipse.org/orbit/committers/orbit-I/20151201152521/I20151201152521/results-I20151201152521.xml
And there, scroll all the way to the bottom, to see what "system-err" says. That's where you find the message from the checks we do.
It appears the bundle is missing the standard Eclipse "about.html" file. Its probably easiest to look at an existing one, to get a realistic idea of what they need to be, for third party bundles,
but to "start from scratch" you can follow Eclipse's "legal documents" (https://eclipse.org/legal/guidetolegaldoc.php) all the way to the "templates" where you would find one for third party content:

The most frequent error people make, after providing the file, is to forget to include it in the "build.properties" file. It needs to be explicitly "exported".

We have these "sanity checks" as part of the build, to make sure the basic requirements are met. We do not actually have unit tests of the code itself.
Christian, once fixed, you only need to retag the bundle, and update the map file with that bundle's new tag. The feature only needs to be done once (ordinarily).

P.S. This "missing file" had nothing to do with the initial build failure. That initial failure was due to one of the build files itself missing -- in fact a file that checked if the build was ok so far :) -- because of the coincidental timing of a "clean up job". What a weird coincidence. If that happens again in the next 10 years, guess I should fix the build to mark "recently used" at the beginning of the build. I must mark it now at the end of the build? I love rare events. Good reminders that they do happen!
