nominated Joel Cayne as a Committer on the tools.orbit project. The reason

I am nominating Joel Cayne as an Orbit committer.  He is already a
committer of the TPTP project and has replaced me as the build engineer for
this project.  TPTP makes use of several 3rd party bundles in Orbit.  Joel
will contribute in the maintenance of bundles required by TPTP.  Please
approve Joel to become a member of the Orbit project.  Thank you.
