[orbit-dev] Non singleton bundle and uses-clause

The presence in a running system of
multiple versions of a non singleton bundle can be the cause of really
weird errors.
This can be avoided by setting the uses-clause
directive on export packages.
Should we have those clauses added to
the manifests of our bundles?
