[orbit-dev] Bundles without qualifier

I just checked the content of the orbit
build and noticed that several bundles do not have a qualifier. Before
fixing those, I wanted to see if this was expected or just a mistake?
For now the problem seems to be located
on:
        all
the batik bundles
        org.apache.commons.el
        org.apache.commons.codec
        all
org.w3c
