As for clustering, you are of course right. Synchronizing some
statuses seem to be an important issue.
My roughly idea is "flood subscribe messages always and flood other
messages as needed". In typical IoT case, because there are at most a
few subscribers on one topic, it may go well. The cases of flooding
publish messages can be minimized while retained messages are
guaranteed to store in suitable brokers connected by the subscribers.
