While I monitor all PMC mailing lists, and did try to update the
records as things evolved on the PMC mailing list, I found that I
was duplicating a lot of work when people emailed their
documentation and PMC approval links to EMO (which is what most
projects have done). So I returned to my normal practice of dealing
with requests as they came into my inbox.
Which is what I asked for in a note to cross projects:

The deadline to submit your PMC-approved review materials
to EMO is June 5/2013. Earlier is
fine (better, even). Send me the document, or a link to the
document along with a link to the public approval discussion
with your PMC. Please do not be late. Let me know if you require
assistance.
The only difference between this and what we've always done is that
I am asking for explicit PMC approval.
Whether or not a PMC member can approve their own review
documentation is really a matter for the PMC to decide. I just want
a public account of the approval.

I don't think MDT/OCL should be on the list, so I reviewed
the Bug 406441 dependences. It appears that the only projects
that satisfy you are ones where you have added the PMC
approval yourself.
All other projects have a problem at the PMC stage. So it
seems that either you or the PMC are failing to complete the
approval by updating Bugzillas in response to the approval
grant on the PMC mailing list.

and your IP Log, but the IP Log hasn't come back, I'll
schedule you for the review anyway (the review cannot be
declared successful until after the IP Log is approved).
I do not intend to hold a call for this review. If anybody
feels strongly in favour of holding a call, let me know.
