[mmt-dev] Updates cleanup

Hi

Now that the downloads have shrunk the updates seem large and in two 
locations.

I'm not convinced that historic updates are that useful, but who knows?

Anyway, there should be a policy. I don't see any counterpart of 
http://wiki.eclipse.org/MDT/OCL/Dev/Policies for ATL or QVTo.

Please consider what policy you want, then we can document it and apply it.
