Precision on point 2. Papyrus developers do not all work for the CEA or one of its contractors. There are some committers from AtoS and their work is not financed by CEA. Budget comes from Airbus, CNES and some AtoS investment. Work done is mainly on Papyrus 0.8 branch to support some usage in production through TOPCASED platform and bug fixed are then ported on 0.9 branch. Main fixes are around activity diagram, state machines and collaborative work and a little bit on SysML BDD/IBD. Other pars are completely managed by CEA. There is regular communication between both teams to ensure consistency and take architecture decisions.

There are few things which might not be obvious to a newcomer (apologies if you know all this stuff):

1. The Eclipse project is very unusual among open source projects in that traditionally the mailing lists are reserved uniquely for project committers.  Everyone else is directed to use the newsgroups/forums.

2. The Papyrus developers use public Eclipse mailing lists much less than other projects.  Since they all work for the CEA or one of its contractors, I presume they have other private communications channels available to them.

3. The time after the big annual release tends to be quieter because everyone's catching their breath and recuperating.
