I've just reviewed all the open bugs and updated

To assist reviewing I suggest that we only provide patches against CVS
milestones. That way we can preserve the latest and next milestone
workspaces and ensure that reviews are possible. AS far as CVS goes, we
are already at M5 and so my recent patches should all be reviwed
against today's CVS.
Excluding bugs that are resolved by the ReflectiveLibrary, BigNumber
changes deferred for 4.0.0 aand my editor and registry contributions, I
think the following could be progressed now. It would be good to deal
with all the 1xxxxx bugs to avoid too much historical backlog.
