[m2e-users] new m2e 1.4 RC build 1.4.0.20130525-0310

This build has no code changes compared with previous release candidate
but minor changes in bundled dependencies

In org.eclipse.m2e.tests.common bundle jetty server and utils 6.1.22
were replaced with 6.1.23 from Orbit

In org.eclipse.m2e.maven.runtime removed jsr305-1.3.9.jar that
apparently had incompatible LGPL license.

I also removed all previous m2e 1.4 builds from download area so they
don't trigger Eclipse IP scanner alerts.

Eclipse IP Policy is fun.
