[kura-dev] Please review PR #409

Hi,

since PR #409 [1] does change the overall behavior of Kura, I think someone should make a review of this before merging. In the end, the actual behavior is not changed and my change fixes the implementation in the way that it was originally intended.

Beside not spinning up all services, this change improves performance since the configuration service now only processes relevant services.

Please have a look.
