Please review the draft of the 5.13 release notes

I plan to tag the final release tomorrow.

We then need to decide if our next release in December will be 5.14 or 6.0.
WDYT ?

Until Wednesday next week I'll create milestone M3.
In the two weeks after that we'll create RC1 and the final release.
Please help reviewing and finishing pending changes which should reach this release.
