Forgot to say the cycle detection seem somewhat random.

Another observation is this:

- Close all projects.
- Open org.eclipse.jgit - no surprise here
- Open org.eclipse.jgit.ui (or ant or whataver) - Eclipse asks if I want to open referenced projects. If I say yes it opens org.eclipse.jgit.junit, org.eclipse.jgit.test, org.eclipse.jgit.console and org.eclise.jgit.pgm.
