Did there used to be an Https implementation in jetty? The
examples I've found on the web certainly implied it used to work,
unless they were using a different implementation for the
com.sun.net.httpserver stuff.
Anybody know of another option for providing a SOAP service over
SSL? Ideally something that doesn't require servlets?

Looks like the com.sun.net.httpserver.HttpsServer API is rather out of date now, not really suitable for the modern web (lots of mandatory SSL/TLS features missing from its com.sun.net.httpserver.HttpsConfigurator)
