As described in https://github.com/eclipse-ee4j/jca-api/issues/36

We need to create a new scope statement for the project. I have updated the issue with a suggested scope based on examples provided by Ivar.

Please review on the issue and feel free to amend. We need to do this so that a specification project can be created and a Jakarta EE 8 spec document and API released.
