[jakartaee-stable-dev] Jakarta EE stable project names and scopes 
We need to choose the new names and scopes for the Stable APIs project.
I'm not sure why the issues were filed against the Platform project,
but here they are:

I've proposed new names; that was the easy part.

If someone beats me to the scopes I won't complain.  :-)
