Agree with Mark.  I think this sums it up pretty well.

Speaking as an implementor, we're always trying to get up to spec (10.0) fast enough so we don't completely miss out on the limited window to add new features to the next major version (now 11).  We'd almost certainly skip implementing a 10.1 to conserve resources toward that goal.
