Here are details about Triage user role that I discussed in the Platform meeting this morning

Essentially, user names are added through the Eclipse Project edit form. Any existing committer can manage this list. Those users are added to a GitHub user group, specific to each project -- all members of this group are given "Triage" User permissions for all repositories in that project.
