The proposed profile is essentially the REST profile; it's the set of features that essentially every web service (based on REST) would need/use. People may remember that this was more or less discussed around the time where JAX-RS proposed to essentially become the new Java EE solely by itself, and therefore include all or most of those things.

It's not necessarily tied to "cloud" IMHO, as you can host your web service on any plain old hoster or on an on-premise server.
