I agree with both points, this is definitely not something to even try to cram into the Jakarta EE 9 compatible implementation GlassFish. Furthermore the name should not make any claims to be RI related. I hope the proposed WaSP would not have any such associations.
First of all my opinion is that splitting off the implementation is
work that should be done but is very low priority for Jakarta EE 9.
If there's nothing else you can do to help Jakarta EE 9 meet its
release date, then working on this might be reasonable.
Choosing a new name for the implementation is a complicated
process. A simple, obvious, boring name such as "jsp-impl" is
probably the easiest. I definitely would recommend against a name
with any concept of "reference" since we're trying hard to purge the
idea of a "reference implementation".
