per current process - the link follows the required template and it is 
mentor's responsibility to upload the TCK to the location pointed to 
_after_ the ballot. BTW: the spec PR for CDI does not follow the process 
in this regard - the TCK link in the preview page works while it should 
not be => it does not point to the spec PR template defined location
