It looks like you have it all covered there!
I don't think an email to the EMO is necessary for a plan review. It doesn't hurt to do it, but I don't think they track spec plan reviews in any way.

Once the ballot has completed and it has completed, what are the next steps? Are these correct or am I missing anything?
  • Approve the PR and add the approved label to the PR.
  • Sends the ballot summary to the mailing list (already done)
  • Merge the PR
  • Update the respective index.md page with the plan review ballot results
Since this isn't an actual release, I assume I don't need to kick off a job to promote a staged TCK or create an issue on the spec project itself about promoting APIs etc. since these don't exist.

Do I still need to email the ballot summary to the EMO though?
