I entered an issue against the changes being proposed for the EFSP update, requesting clarification to my question if a Creation review suffices for the purposed of getting a project started -- or if a creation plus a plan review are both required.
https://github.com/EclipseFdn/EFSP/issues/58Wayne seems pretty clear on this point -- "The intention is that the creation review serves as the plan review." Most of the Eclipse Development Guide is in alignment with this.
My recommendation is we discontinue the practice that a Creation and Plan review are necessary to start a new specification. If there isn't sufficient planning material associated with the creation review, then it should be enhanced prior to coming up for ballot. Thereafter, new releases of those specifications are initiated by a Plan review.
If there are other opinions, comments, or concerns, I'd recommend adding to the discussion under the issue referenced above.
