Hi Spec Committee,
Having a discussion with Wayne on the PR concerning a super majority approval
for a Service Release...  The EFSP states that a super majority vote
is required for a service release.  And, that requirement can't be
overridden via the JESP.  So, we would need to file an Issue to get
this changed in the EFSP before we can proceed with our proposed changes
to the JESP and Ops Guide for a Service Release process.

Per our discussion at the Spec Committee yesterday, here's a PR for the
updated JESP.  I just copied over the "Service Release"
section and modified it according to our discussion.  The formal super
majority vote for this update needs to happen on the public mailing list.
 But, I'm looking for some initial reviewing and consensus from this
team before posting for ballot.  Thanks!
