[jakarta.ee-spec.committee] JESP Updates for Service Releases

Per our discussion
at the Spec Committee yesterday, here's a PR for the updated JESP.  I
just copied over the "Service Release" section and modified it
according to our discussion.  The formal super majority vote for this
update needs to happen on the public mailing list.  But, I'm looking
for some initial reviewing and consensus from this team before posting
for ballot.  Thanks!
