In terms of dependencies, stage 0 and -1 are the same; neither have upstream dependencies.

are what caused me to say "wait a minute" with the Batch and
Management API reviews that I volunteered for today's meeting. Although
an informal review would be welcomed, we can't do the final approval ballot
until the dependencies are done.We could possibly
continue with Managed Beans review, but technically this is dependent on
the Annotations review, so that formal ballot can't happen yet either.Based on this,
I've taken a shot at updating the Wave column. I'm not exactly clear
