I think that we should fix the problem. The individual
specifications will need to have individual scope statements
when the specification documents are created; I will work

My recommendation is that we allow the project to proceed,
but bring the individual specification scope statements to the
Specification Committee for a supplemental vote. Thoughts?

In other places where a specification project produces
multiple specifications, we've listed them separately in
the scope statement. Should we not do that here, listing

and SAAJ?
(I would strongly support merging these into a single
specification, but that's not a project for Jakarta EE 8.)
