I think that we should fix the problem. The individual specifications will need to have individual scope statements when the specification documents are created; I will work with the project team to make that happen. 

I believe that we can reasonably argue that the project is in a valid state and that we should not let this prevent the project from progressing.

My recommendation is that we allow the project to proceed, but bring the individual specification scope statements to the Specification Committee for a supplemental vote. Thoughts?

I see now that I unwatched this project, and so missed this discussion...

In other places where a specification project produces multiple specifications, we've listed them separately in the scope statement.  Should we not do that here, listing separate scope statements for JAX-WS, JWS (aka, JSR 181), and SAAJ?

(I would strongly support merging these into a single specification, but that's not a project for Jakarta EE 8.)
