What's the purpose of the Specification Committee taking 30 days to review the
updated JESP that the Specification Committee itself created?
That's a fair point. Let's remove it.
I assumed the JESP review was primarily to allow the Steering Committee to
oversee what the Specification Committee has proposed.
That makes sense to me. As written, I don't think that's what was actually said in the document. If there consensus that some sort of formal approval of the steering committee is required, then let's add it. What does everybody think?

And yet the Oracle legal required 30 day review period for IP lock in is being

I haven't rejected it. I just haven't added it. FWIW, I'm pretty sure that I know what you mean, but figure that there's at least an even chance that I'll get it wrong.
