What's the purpose of the Specification Committee taking 30 days to review the
updated JESP that the Specification Committee itself created?

The other review periods are to allow time for the Specification Committee to
review something that it has never seen before, and those periods are even shorter.

I assumed the JESP review was primarily to allow the Steering Committee to
oversee what the Specification Committee has proposed.

And yet the Oracle legal required 30 day review period for IP lock in is being
rejected?
