[jakarta.ee-spec.committee] specification process document review

Wayne, the specification process document has a bunch of what I consider
trivial or minor comments that have not been resolved.  Is your plan to
discuss all of these in a meeting before resolving them?

I would like to encourage you to more aggressively resolve these items
without further discussion.  If anyone disagrees with your resolution,
they can reopen the comment or create a new comment or send an email
for further discussion.

Clearing out most of these trivial comments will make it easier to tell
what the substantial issues are that remain, allowing us to make progress
more quickly.

P.S.  I've been focusing on reviewing the words that have been written
so far.  The harder part is figuring out what should have been written
but is missing.  Once the existing text settles down a bit, it will be
easier to think about what's missing.
