Updating all specs would have bring non-trivial amount of work which would then have to be almost repeated for Jakarta EE 9 to adopt javax -> jakarta namespace change. Due to time constraints (legal related stuff around this took a lot of time) and to not cause additional unnecessary delay in Jakarta EE 8, it was decided that only boilerplate specs are required for EE 8, see
