That's an excellent idea. Virtually a GitHub best practice these days. Maybe help project leads and committers you work with to do that? I'll do the same.

You are right about the lists. Most of us didn't have much time to use groups.io with Java EE, because it moved after a period of relative inactivity.
I use groups.io a bit for the Visual Recognition JSR or Performance Co-Pilot which uses our Units of Measurement JSRs on the Java side.
Those JSRs have used Google Groups for many years and we saw no reason to change that just for the sake of using something new, but when the Money JSR had to leave java.net we also created a groups.io group which is not overly active, but it meets our requirements.

Compared to those the Eclipse mailing lists can be a bit cumbersome, but if similar to Bugzilla that is what Eclipse Foundation prefers to use in their own infrastructure without being too dependent on an external vendor, I can understand that. Contributing to both Apache and Eclipse Foundation (though a bit longer and more intense to the latter) I can also confirm, the ASF means are not that much better when it comes to mailing lists etc.

I became a committer of Batch and Messaging projects so I follow those the most. The Batch mailing list is a good example of an active list, mostly thanks to its project lead Scott. Another thing that may drive some people away is how mailing lists work. I liked the previous Java EE mailing lists at groups.io. It was very easy to navigate through history, respond to messages right from the there, and even have all the Java EE mailing lists in one place. Compared to that, it's very confusing to use the Eclipse mailing lists as it's very cumbersome to browse the history and almost impossible to respond to a message if you don't find it in your inbox or you've just joined the mailing list. So maybe we can contribute to making the Eclipse mailing list UI better or switch to another solution like groups.io

Am I just missing it, or is there not a list for Jakarta Faces?

Either way getting the link to the mailing list into the README of the
project is a good idea. That is the way a lot of people will locate
the project via GitHub.
