If the project falls into dysfunction, the PMC and EMO have a responsibility to reboot the project if possible. If a dysfunctional project cannot be rebooted, it will be terminated and archived by the EMO.

Whether or not the project is dysfunctional is determined by the PMC.

We do not generally have a list of candidates who can swoop in to replace a project team. Rather, we would look to the community to step up to support the project. By my observation, the project is functional now and -- AFAIK -- able to accept pull requests and otherwise re-energise itself if the community steps up. If developers who are ready to contribute to the project exist, please encourage them to create pull requests so that they can establish a pattern of contribution and put themselves on a path to become committers.

There is no PM role. Rather, the EDP defines a project lead (PL). Fundamentally, the role of a PL is to help the project team operate in a good open source manner as defined by the EDP and be a liaison between the project team and the EMO; there's also some practical matters related to resource management that we lean on the PL to help with (e.g., some enhanced privileges on GitHub). It's really not a management role, although it does come with some responsibilities. In many ways, PL is a sort of "super committer". The role is described in the handbook.

Since I haven't been active on the Kanto project for more than 2 months and I have no intention of contributing to the project in the foreseeable future, I will retire from my role and responsibilities as a committer on October 21.
To the best of my knowledge, there are currently no candidates that meet the Eclipse requirement that are willing to take on the PM role. Hi everyone. 

Girish must first attain committer status to become eligible for the project lead position. To my knowledge, he is not currently a committer. See this page: https://projects.eclipse.org/projects/iot.kanto/who

A project's current committers can elect new committers after the candidates build a public record of contributions to the project. In other words, we need to see a history of merged pull requests from Girish (or other public contributions) before he can be elected.

I shared this information with Girish and will meet with him soon.
