I believe that he wants to include an incubating project's content in one of the Eclipse IDE packages produced by the Eclipse Packing Project from the Simultaneous Release content. The short answer is yes, incubating components can be added to one of the packages. However, the viral nature of incubating branding would require that the package be labeled as "includes incubating components". Ask the owner of the package to add your project's content via the epp-dev@xxxxxxxxxxx mailing list. Yes of Course, if the Project is accepted and in the incubation phase it may use „org.eclipse.*“ (whatever package your Project might get that isn’t taken or would violate policies) immediately.
