Thank you for all your answers. 

I read the comments in Bug and have more questions:
 - Is it confirmed that a hook can be setup to check eclipse CLA ? 
(this seems possible but Denis in the comment 13 is stating that some stuff are private)
 - What is this "automated synchronization"? (comment 16)
(Is it only for team members? Or for other things ? )
- Is it possible to have a mix Eclipse/Github organization ? 
(Can we keep our repositories in git.eclipse.org and open some new ones in the github organization?) 
- Will it be possible for the Project lead to delegate the repo creation ? 
- Will it be possible to give right to commit (to a project non-committer but with CLA signed) on a specific repo ?

Please file a bug against Eclipse Foundation > GitHUb and we'll get it done.

The bug is simply a matter of keeping track of things.
