I did expect such reactions...
This morning I noticed that occasionally Eclipse pops up a little
non-modal bubble from the feeds:

It's rather unobtrusive and no one has complained about it, yet.

It would seem to me that this might well be a reasonable place to
hook in another feed that would pop up messages and do so in a way
that seems to have been deemed acceptable, I expect because it's
non-modal, not thrown in the middle of the user's face, and has
the option to opt-out.
If the information content of the new feed were useful/relevant,
people will be more inclined to look at the content, e.g.,
something like tips and tricks where I could learn about the
latest cool new features available with the latest new release, or
some capabilities that I might not realize existed in my IDE. How
many users use JDT daily and yet don't know they can set an
exception breakpoint, or that they can add tracing via print
statements in a conditional breakpoint? Quite a few I bet! Such
a feed could include an occasional "funding drive", or "how to get
involved" drive, or whatever clever marketing idea you or someone
else might have in the future.
