As far as I've seen these freeloading experiments indeed never go far.

There are many other reasons in general. Exposure to a more 'targeted' community is one of them. Infrastructure support also (we're in a tight spot with it now but hopefully it will get better). IP logistics is also important. Higher density of developers with more relevant skills (as compared to e.g. GitHub) which can help out in times of need. These are from the 'third party' point of view. Sometimes this is not attractive enough for original developers of the project, which is fine.
As from our (eclipse.org supporting people) POV it's self evident I believe that the more quality projects we have, the better it is.
